My neighbor used to buy a similar mat, 45 years ago. We called them 'roll-out things.' She would place them in a rich bed. When all the seeds sprouted, we'd prick out seedlings. She kept the touchmenots (impatiens)for her beds and what she called Red Heads (amaranthus) for around her mailbox. The rest of us got the marigolds, zinnias, celosias and other goodies for our little flower beds. Oh, they were wonderful!
